Parking - Policy

S.P.E.R.A. SUMMERLEY  PRIVATE  ESTATE  RESIDENTS’  ASSOCIATION

PARKING POLICY 

1. This is a privately owned estate and the landowner does not permit parking on the roads or verges of the Summerley Private Estate at any time. This applies to both residents and non-residents and is for the benefit of the Estate as a whole.
2. Residents are also required by their covenants neither to park on the road nor to damage the verges
3. Because of an increasing problem of parking on the estate roads by both residents and non-residents, LEWP have given authority to SPERA to administer a parking control scheme.
4. Residents should make every effort to ensure any vehicles belonging to them, their visitors, or tradespeople working for them park within the boundaries of their property.  
5. SPERA understands that there will always be times when residents find it difficult to comply and it is our policy to control parking by visitors with no legitimate reason to be on the Estate and on residents routinely or habitually breaking this policy where we receive complaints from other residents.
6. Therefore, subject to fair usage, SPERA will not enforce parking control in the following circumstances: a. Marked trade vehicles parked during the working day, provided that vehicle(s) are parked within the resident’s frontage, are not causing an obstruction, and that the same tradesman is not routinely or repeatedly parked on the Estate roads to the annoyance of other residents. b. Visitors’ or residents’ cars bearing either the SPERA resident badge or a completed visitor notice, provided that vehicle(s) are parked within the resident’s frontage, are not causing an obstruction, and that such vehicles are not routinely or habitually parked on the Estate roads to the annoyance of other residents. c. Where prior permission has been obtained through application to the SPERA Secretary at least one week in advance: examples being for a one-off event or for building works over an extended period. Any stipulations laid down by SPERA for this permission must be adhered to.  
7. Our contractor One Parking Solution will enforce this policy. Vehicles contravening this policy will be notified by a Parking Charge Notice left on their windscreen or by contact with the driver if present. Photographic evidence will be taken.
8. Where possible residents contravening the Summerley Estate Parking Policy will be contacted in the first instance by an officer of SPERA or by a member of the SPERA parking group to resolve the issue.
9. A representative of SPERA may call to verify that a car bearing a Visitors Notice is a genuine visitor  
10. In the event of any dispute, you should contact SPERA in the first instance
